GIMMICK TRASH
Super disappointing seeing items like this for sale. These are flat out dangerous, inaccurate and in no way capable of determining UVB output. Reactive materials like this will glow not only to UVB wavelengths, but also to visible UVA. So even if no UVB is present, the item will still react. This also CANNOT tell keepers exactly how much UVB is being emitted. A bulb may be too strong, but there's no way to safely guage just how strong. Or the bulb may no longer emitting UVB, yet the item is still going to light up due to UVA. There's no way to safely monitor UVB output except with the use of a solarmeter 6.5r device, which most keepers won't bother with because it's an expensive piece of equipment. Just take note of your bulb's age and change it out at the recommended time (6 months for T8, 12 months for T5).
