Cerelac is a human baby food, and your baby bird should be on a baby bird food so that he is getting the right nutrients to grow. If he's starting to feather, you can start to add in and offer some mashed up or soaked cockatiel feed/seeds to encourage him to eat a little more since he is old enough to start transitioning.

Palpate her abdomen as she could be egg bound. Provide a warm environment in the 80-85 F range. Very dark green feces is usually anorexia but black feces is melena (digested blood) and needs veterinary attention. A dog/cat vet might be you're only choice. Try offering water and food through a syringe but make sure to do it slow to prevent aspiration. Good luck.

Feed an appropriate pelleted diet supplemented with a fortified seed mix. Use perches of different diameters to exercise the feet. A flat perch platform can also be used to make perching easier. A broken nail can be clipped off at the break. Minor bleeding can be controlled with gentle pressure and some plain cornstarch.
