Yes, veterinarians can refuse to refill prescriptions. I realize that this can be frustrating, but some medications can have side effects or cause organ damage, requiring regular monitoring, often in the form of blood tests. Epiphen (phenobarbital), for example, can greatly impact the liver and the levels of medication within the bloodstream must be monitored to assure that the medication stays at a safe and effective therapeutic level. In the US, we also must have examined a pet within the past 12 months in order to legally prescribe any medication - including some flea and tick preventions. I don't know what regulations may exist in the UK. It may be worth another call to your vet to determine the reasons behind the refusal to refill the medication. If a UTI has been ruled out by urine culture, then protein losing nephropathy can be suspected as the cause, and an ACEI such as enalapril or benazepril can be used. I believe there is a newer medication on the US market for this purpose in dogs, but I can't remember it now! I just learned about it at a lecture a few months ago. I don't typically treat borderline high BP, but if the PLN is real then the ACEI will certain help lower the BP to decrease protein loss. Beta blockers would be the next step, but I haven't needed to use them personally. I'm sorry Pepper is in heart failure and you are having trouble getting him medication! Unfortunately we at Pet Coach cannot write you a prescription for his medication as it's illegal for us to do so without seeing him in person. I would see if you can find a vet where you are in the Middle East, and ask the them to write the prescription so you can get the medication for him. I hope this helps!
