It is unfortunately not possible to know the extent of this just based on a description and an examination would be quite helpful here to determine this better. I would recommend you have her evaluated by a veterinarian who can perform an examination and gather more information to start determining what may be wrong with her so that therapy can be started to help her. It could be the baby bird is attempting to learn how to fly which is why he flutters to the ground. In some locations it is not legal to care for a wild animal, so it is best to try and find a wildlife rehabilitation center in your area that can properly care for the sparrow and help him be prepared for release back into the wild once he is healthy enough.

A commercial pelleted diet is balanced, healthy and convenient. They can be found in most pet stores or online. Quality brands include Harrison's, Roudybush, Lafeber and Pretty Bird. You can supplement the diet with a small amount of a fortified seed mix, fresh greens and vegetables, cooked grains/beans/pastas and plain rice. Budgies and other birds also enjoy some scrambled egg occasionally.

I'm sorry to hear Sky has been losing feathers. If it appears to be spreading there are a few things that can be at play: Parasites. External parasites such as mites or lice can cause itching and irritation to the skin, which may lead to plucking out feathers or losing them. You can check for small flecks of "stuff" on the base of the feathers for them. Over the counter mite sprays can help if this is the case. Infection. Yeast, bacteria, allergies, etc, can all cause irritation and possible infection of the skin and feather follicles. You may see itching, redness, visible wounds, discoloration, discharge, etc. Boredom/Other birds: Boredom can lead to feather plucking in birds, however it it's somewhere Sky can't reach, and he's housed with other birds, they may be the culprit. Moving the birds to separate locations or adding in more enriching toys to play with can help. Illness/nutrition: Making sure you feed a balanced diet is key.
