Their dust free paper non-clumping kind would be okay. The main objective is to use a litter that is less likely to get into the small incisions on her toes in case there is an open area. Any traditional clay or clumping litter is NOT recommended. Litter in the form of pellets that don’t break apart is what you are looking for. You can also use shredded paper. As far as I am aware only sawdust that is treated with certain chemicals would be carcinogenic when inhaled. I doubt that the OkoCat litter is a risk for your kitties, but if you are afraid that it might be, why not change to "normal clumping cat litter or the cat litter made from plant material (which is not clumping, I am afraid).
It's worth a shot to see if it is just the brand rather than the litter format. As cats can be picky about litter types, be sure to do a gradual changeover to the new litter to prevent Olivia from avoiding it or using elsewhere to go potty. A litter mat outside of the box may also help wipe her feet and fur some, reducing the spread throughout the house.
If it is available, my best topical flea treatment for cats is Cheristin. It is very effective and kills fleas before they bite, which is helpful for cats with flea allergies since it is the bite they react to. Comfortis is a tablet that is also very effective, but it can cause vomiting.
