Barking can be a very difficult behavior to control as you know. It sounds like you have tried many options. There are collars and devices that can help control barking. The collar options include shock collars with give a static correction when the pet barks, vibrate when it detects barking or spray collars that squirt fluid when pets bark. There are also devices that you place in the home that will emit an ultrasonic sound that pets don’t like when it detects barking. I recommend to read the product reviews carefully. You don’t want a product that malfunctions or gives unneeded corrections. You could also work with a trainer who may be more successful. Best of luck! Poor boy! I would try a calming collar like sentry or adaptil. You can also try essential oils that are calming. I would talk to a good company like DoTerra to get more information on which oils are safe for pets. Also, I would talk to your vet about starting him on a anti-anxiety medicine like fluoxetine and hire a trainer to show you the best ways to train this out of him. It is usually recommended for them to be on some type of medication while re-training them. Finally, if you don't want to use medication, you can try to find a holistic vet to try Chinese herbs and acupuncture. There have been some good success with this as well. I hope this helps!

What is a good option for stubborn barking dogs other than "shock collars"?
There are collars that have a small aerosol spray canister attached to them that give a short burst of a citronella spray to deter the dog from barking. Some people find this more appealing than the shock collar. I have used a shock collar in my own dog and I can honestly say it is not that bad. It does not hurt the dog, it just gives them an odd sensation. And most dogs will learn very quickly not to bark when they have the collar on. It took my dog less than a day to get used to it. He only barked once or twice before he learned to not bark while he had it on. It was a lifesaver for us! But you should choose whatever you feel most comfortable with. There are a few natural things you can try first. First, if it is the barking that is the biggest problem you can try a citronella bark collar. If you feel like he is mostly anxious, you could try a calming collar like adaptil or sentry. There are also some calming chews which can help to curve anxiety like vetriscience composure chews. If these things don't work, then you may have to try something stronger like an anti-anxiety medicine like trazadone or fluoxetine on a daily basis. You can talk to your vet about these medicines or something similar that may help. Finally, worse can scenario there are bark shock collar that you could try if nothing else helps. I hope this helps!
