This may have started as rain rot but now it looks like there is a secondary infection. I recommend cleaning the area with iodine solution twice daily and keeping him out of tall wet grass or brush which can aggravate this. You can use fly leg protectors to keep flies off it and protect the areas. I do recommend a veterinary exam and treatment since he may need antibiotics or antifungal medication to get this resolved. You can buy those products at Petco for Beaux. I would advise to only purchase Frontline or Advantix. I would not get anything cheaper than that. Be aware that these are still your best over the counter products but fleas are developing immunity to them. In general, the oral products like Simparica and Bravecto are the best. If there is a secondary bacterial infection, I would recommend using product called Duoxo Chlorhexidine + Calm shampoo and bathe twice weekly until resolved. I would also recommend picking up a hydrocortisone spray (Well and Good at Petco) and apply daily to the affected area to relieve inflammation. If it does not resolve or worsens, I would have a veterinarian take a look at Harley so that the most appropriate diagnostic and treatment recommendations can be made. I hope this helps!
