Hello! I'm so sorry to hear about Dax's past. I have a blue heeler myself, and even when they have had wonderful puppyhoods, they can still be very prone to anxiety due to their high energy and intelligence. I always recommend training with only positive reinforcement and no punishment, as this can exacerbate anxious and fearful behavior. A couple of body language tricks may help ease his fear while training him to stay. First, dogs see palms faced upwards are seen as more threatening than hands with palms faced downwards. When you extend your hand for the signal, try showing the top of your hand instead. I would also start training him by initially sitting or kneeling next to him, both of you facing the same direction. This is a less threatening position than directly facing and standing in front of and over him. He may always be fearful of certain stimulus- like an open palm, loud noises, or some other "scary" thing. I would recommend looking into training him to touch his nose t

Ensure the puppy has been fully health checked, microchipped and vaccinated and contact the vet involved to confirm they know the puppy - I see you have her down as 6weeks old and spayed/neutered - this is very early and you should question the breeder as to if and why this has been done. You should arrange a puppy safe area of the house (indoor crate or partitioned off area) with no low hanging wires or cords they can chew or become tangled in, have plenty of spare, war, soft bedding and at least 2 food/water bowls, puppy training pads (if using) and an appropriate sized leach and collar to start training around the house. Have some appropriate sized chews and rope toys (avoid human items such as old shoes etc as this can encourage unwanted chewing of important pairs!). Ensure a dog sitter/walker or daycare is available if you will be away for longer than 4-6hours and arrange a vet check within the first 3days to ensure all is well! Good luck

Whether or not it is safe to leave your dog at your sisters will depend on your dog. If he has never been around children before or has shown any aggression towards children, then it is less safe. No dog should be left unattended around children, so it is best if your dog hasn't been around the baby to keep it in an area separated from where the baby will be- either a separate area of the house or outdoors. Some dogs are fine with babies, others may be made anxious by the presence of a baby or they may view the baby as a prey due to small size and the funny noises the baby makes. Since your dog is so small, perhaps putting it in a pen inside your sister's house would work. He shouldn't be hard to contain due to his size.
