An adult feral cat may have a difficult transition to being an indoor cat. If she is intact, the vocalizations and nighttime behaviors could indeed be heat related. Having her spayed may decrease those behaviors but may not completely eliminate them. Try a pheromone collar, spray or plug in diffuser to decrease any anxiety she may be experiencing. If that doesn't help, an exam with your veterinarian to diagnose any underlying cause would be recommended. If you think she would be happier back at the barn, have her spayed (if she isn't already) to prevent accidental or unwanted litters. Some cats prefer living outdoors and that's may be the case here.

The howling you are describing is usually from loneliness/sadness but of course no one knows for sure. Unfortunately there is nothing you can do unless you can get the neighbor to give you the dog. As long as dogs have shelter, food and water there is nothing that animal control can do. It is sad but their hands are tied as well.

Dogs howl at sirens for a variety of reasons. Some dogs associate the sound of a siren with a bad memory and howl at the siren to "chase" it away. Other dogs instinctively howl at sirens because to them it sounds like a pack call. Whether or not your dog howls at sirens depends on his breed, age, comfort and security and of course hearing. However, research has shown that even though dogs hear very differently from people, the sound of a siren does not in fact hurt their ears.

If you have been responding to Charlie when he howls, it encourages him to keep doing it. If you're sure his needs have been met for the night, ignore the noise totally. He may increase it at first, because it has worked up until now and he may think more is better. Whatever the case, continue to turn a deaf ear. Once he learns that his behavior is not going to get him the attention he wants (and even negative attention, like yelling at him to stop, is better to him than none), he'll stop. Your dog is not neutered and may be looking for females. You should not let your dog stray with stray dogs as he may be picking up disease such as mange, distemper or rabies (especially if he is not up to date on his vaccines). If you are worried about Tiger being ill you should take him to your pet doctor for a wellness exam.
