There are many things to consider for keeping an outdoor dog comfortable. Any type of shelter will do as long as it provides enough room (for the dog to stand up and turn around), protects the dog from the weather (good roof and sound walls) and the door is situated such that the prevailing winds do not blow right in. Straw bedding is helpful during the cold weather to help the dog maintain some heat in the house. Fleas are better controlled with medications such as Frontline, Seresto collar, NexGard, and many others. It seems she might need a small kennel. There should only be enough room for her to stand up and turn a complete circle. Any other room then they tend to soil in one area and lay in another so they do not get dirty. Puppies tend to get distracted easily and may find playing and exploring outside more important than going to the bathroom. I would start taking her out on leash and staying close by you reward her with treats as she goes in the correct place.

If you are worried it is becoming too hot outdoors for Eva to go, then yes, you can certainly placed some artificial grass in the crate with her. Just ensure you can easily remove the grass and clean the crate easily. I would recommend placing some absorbent pads underneath the grass so that the urine is soaked up and does not pool in her crate. I hope this is the answer you were looking for! More and more people are allowing dogs to be in their house with them, but dogs sleep about 14 hours a day, so it really doesn't matter where they are during those 14 hours. They key is to have the remaining 10 hours involve good quality time. Depending on the dog, that may involve walks, playing with toys, playing with other dogs, or playing with humans. If you have having behavior problems with Edgar because he seems bored, then I would certainly try to find ways to stimulate him more either inside or outside his cage. One thing that people think of first is treats that keep them busy for a longer period of time. You can use long lasting treats like a Kong filled with peanut butter, yogurt, treats, etc and frozen so it takes longer for him to eat. My dog also really like Bully Sticks which I also freeze to make them last a little longer. Keep him mentally and physically busy during meal times. Any animal left outside should have shelter, and while crating dogs can help with their anxiety, they should never be left in a crate for longer than eight hours at a time. Leaving a dog locked up in a crate all the time is abusive and will have detrimental effects on the mental and physical wellbeing.
