Sounds like your dog is having quite a few mobility issues. I'm not sure your how old your dog is, but with these symptoms I would suspect an older dog. There are things you can do to help (to a point) like adding a ramp or pet stairs to make going up and down easier, a good memory foam bed to soothe achy bones, glucosamine will help lubricate her joints so she moves a little easier, your vet may be able to offer some pain meds for the bad days but these are all temporary solutions. If she is an older pet this is where considering quality of life becomes important. She may be an older pet where these conditions get worse until she can't get outside to the bathroom and get to the food bowl. Simply getting to the necessities becomes a chore, that is not a life. It would be best to let her have her dignity and let her go if that is the case. Enjoy the time you have left together.

I don't know if this is what you are looking for but here is an amazon link that provides a few different options. https://www.amazon.com/cat-window-seats/s?ie=UTF8&page=1&rh=i%3Aaps%2Ck%3Acat%20window%20seats Since your one cat is 22lbs you may need to secure a window seat a little more because of the weight. I would think about getting a cat tower for in front of the window. You can do something like the: https://www.amazon.com/AmazonBasics-Activity-Scratching-Posts-Medium/dp/B017WXWZ6Y/ref=sr_1_1_sspa?s=pet-supplies&ie=UTF8&qid=1511407650&sr=1-1-spons&keywords=cat+tower&psc=1 I hope this helps and thank you for using Boop by Petco!

Thanks for using Boop by Petco! Inappropriate urination is often a medical issue and possibilities include feline lower urinary tract disease, a urinary tract infection, urinary tract stones, among other possible medical reasons. Another possibility is that this is behavioral in nature. I recommend using a litter box if you have not tried that yet. I recommend that you have Minnu evaluated by your veterinarian for further assessment and treatment. They would be able to check for these possibilities and treat accordingly. Good luck and best wishes!

At his age, he likely has some arthritis. I suggest you get him started on a joint supplement. https://worldtails.securevetsource.com/itemView/view/198944_HomeDelivery.pml?productId=120626 Give it a good 4-6 weeks to see if it helps him. If not, then please post again and we'll see if we can give you some more suggestions.

First make sure it is secured because if it slides around, it will scare him again. Also put a slide proof matt or staple the fabric so he can’t slide off. Put some of his favorite treats up there and show it to him. Then occasionally put them out and let him discover it on his own. This will help build a positive association. I hope this is helpful and please feel free to post any additional questions.
