The ASPCA Poison Control Website is the best guide for toxic and non-toxic plants. When I filtered for non-toxic plants for dogs, there is a list of 587 plants. I am attaching the link below. https://www.aspca.org/pet-care/animal-poison-control/toxic-and-non-toxic-plants?field_non_toxicity_value%5B%5D=01 They do not differentiate between indoor and outdoor plants, but that list may give you something to search if you are trying to decide on safe indoor plants. Unfortunately, there isn't anything that is going to bother the dogs and not your kitty. I would recommend exploring physical barriers if possible - something like the green chicken wire fencing that dogs can't walk through, but you can see through fine.

I suggest you use a motion activated sprinkler. It will go off when the cats trip the sensor. Once they get wet, I assume they won't want to come back. Tends to work really well. That's a tough situation. Unfortunately, short of keeping Honey inside, there really isn't anything you can do. Cats develop substrate preferences, and Honey appears to like dirt, so you can make litter boxes for her inside filled with a mixture of dirt and sand. However, I suspect the outside litter box/garden will still be more appealing to her.
