Most of the compatible fish are schooling fish that do best in groups of 4-8. This would include Neon Tetras, Ember Tetras, Harlequin Rasboras or White Cloud Minnows. That many fish may be too much for a 3 gallon tank. Other non-fish option include Ghost Shrimp, Zebra Snails or African Dwarf Frogs.

Check water temperature first. Low temps can affect activity and appetite in fish. Bettas are tropical fish and do best between 78 F and 80 F. Next, confirm stable water chemistry. Use a home test kit or submit a water sample for testing. Aim for an absence ( 0 ppm) of ammonia and nitrites, with nitrates at 20 ppm or less. The local Petco may test water for free or for a small fee. Perform partial water changes to stabilize chemistry and/or to improve water quality. Use only conditioned water that is temperature matched to prevent further stress or shock. By the images, it does not appear to be ich. If it is, it is early on in the infection. Dropsy is characterized by swelling, lethargy and a loss of appetite. A classic sign is a pinecone appearance. If you see this symptom, chances for recovery are very slim. A male Betta can be kept in a 10 gallon tank with 5-6 neon tetras. You will need to monitor for any aggression initially as well as for any fin nipping. Male Bettas are easy to distinguish from females by their brighter colors and larger fins.

Swim bladder issues can be caused by bacterial infection or constipation. These reasons can be compounded by poor water quality. Use a home test kit or submit a sample of water for testing to confirm 0ppm ammonia and nitrites with nitrates at 20 ppm or less. Most pet stores will do this for free or for a small fee. Partial water changes can be done to stabilize chemistry and maintain or improve water quality. Use only aged or conditioned water that is temperature matched to prevent stress or shock. Bettas do best between 78F and 80F. Once you have pristine water quality, fast him for 3 days. Resume feeding bits of cooked and shelled green peas until defecation and swimming are normal again. If this doesn't help, consider a broad spectrum antibiotic. You can find one in the aquarium section of the local pet store. Look for Furan, Maracyn 1 and 2 or Kanaplex. Follow label directions carefully and remove the carbon filter insert during treatment if indicated.

Ask family or friends if they would like him. Bettas are easy to care for and if he isn't seriously ill, basic tank maintenance and easy treatment may help him to recover. I am concerned that another fish may befall the same fate. What you can try is a simple water change daily. Use conditioned water (my favorite products are AmQuel, NovAqua and StressCoat) that is temperature matched to prevent stress or shock. Many times, daily water changes can solve tank or health issues. Bettas do best between 78 F and 80 F. A small heater, light and filter in an appropriately sized tank is all you need. Good luck!
