What you have appears to be an aquatic/semi-aquatic species of turtle. Basic requirements include a tank of at least 10 gallons initially, a water heater, a water filter, a basking area out of the water, a heat lamp and a UVB light source.

Rocks can cause tiny scrapes on the shell which can introduce infection. Use a thermometer in the basking spot to make sure temps don't get too high. A thermometer on the other end would be recommended to make sure temps aren't too low. Offer a commercial pelleted diet along with fresh greens and vegetables.

Sideneck turtles are omnivorous. You can offer earthworms, crickets, beef heart, feeder fish, collard greens, spinach, dandelion greens and mixed vegetables. Feed an adult as much as can be eaten in about a minute every other day. Juveniles should be fed more frequently. Decorate with rocks and logs to provide a means of getting into and out of the water for basking purposes. Gravel or sand can be used as substrate. A filter is necessary to maintain water quality. The tank should, ideally, be at least 55 gallons depending on Hanible's size.

Don't worry, she'll bask when she needs to bask. As long as she is able to get on the platform, it is fine. You can dry dock her by taking her out of the tank and placing her in a separate container. After an hour or two, return her to the tank. The cover and the mesh top are fine.

A 10 gallon tank can be purchased in the local Petco for less than twenty dollars ( https://www.petco.com/shop/en/petcostore/product/fish/fish-aquariums-kits/aquariums-up-to-ten-gallons/aqueon-standard-glass-aquarium-tank-10-gallon ). It would be easier to keep and secure than a laundry hamper. Given the temps required for geckos, plastic may not be the best option either. You will need a a heat lamp for day use and maybe a heat source if nighttime temperatures drop below 70 F. You can use slate, reptile carpet, plain paper towels or a coconut fiber substrate.
